Can a React web developer do this work?

Expo or a bare React Native project?
Expo unless a required native dependency rules it out, because the build and update tooling saves real time. The decision is made in the first week and written down with its reasons.
How do React Native upgrades work?
They are planned work, not background maintenance. Upgrades are scheduled with time for native dependency fixes and a regression pass, usually alongside a small release.
Can we share code with our web app?
