Who manages the developers?

Can they work on our existing codebase?

Yes. The first week is spent reading the code, running it locally and shipping one small change, so the first real ticket does not double as the first build.

Do you provide React Native developers as well?

They are a separate page, because the skills only partly overlap. A web React developer is not automatically productive in a mobile release process.
