Manual testing or automation?

Both, in a ratio the engineer should be able to justify. Automate the flows that run every release and pay for themselves. Test by hand where the value is in judgement, such as a new screen or an unusual device.

Can they write automated tests for our existing application?

Yes. The first weeks go on the flows that break most often and on making the suite reliable, because a suite that fails at random gets ignored and then deleted.

Do they test APIs and performance as well as the interface?

API testing is standard at mid level and above. Load and performance testing is planned separately, with the target numbers agreed before the run so the result means something.

Who decides what blocks a release?

You do. The QA engineer writes the gate as an explicit list, such as no open severity-one defects and the critical paths passing, and applies it consistently rather than case by case.

Can a QA engineer work alongside our own testers?

Yes, and it is common. The usual split is your team on domain knowledge and exploratory testing, the placed engineer on the automated suite and the release plan.
